What is RFxPremier, and how does it differ from NASPO ValuePoint?

RFxPremier is the cooperative arm of the Procurement Professionals Alliance (PPA) and NASPO ValuePoint is the cooperative arm of NASPO. NASPO’s focus is on the central procurement office in each state and territory, and NASPO ValuePoint’s contracts are centered on the needs of the central office. PPA supports the entire procurement profession and RFxPremier focuses on non-central procurement teams and their needs. RFxPremier and NASPO ValuePoint work collaboratively, but independently.

What are the primary benefits of using RFxPremier for procurement?

At RFxPremier, our contracts are exceptional, with best-value offerings and prices that are easy to use. We have three main ways that entities are able to purchase from our contracts: 1. Direct purchase from the contracts, 2. Negotiate a participating addendum, and 3. Purchasing through the eMarketPlace. This flexibility allows entities to find the best approach and move expeditiously through the procurement process.

Which entities are eligible to purchase through RFxPremier?

All public entities are eligible. This includes all state and local entities (cities, counties, municipalities), education (K-12 and higher education, both public and private), special districts (utilities), transit, transportation, and airport, corrections, healthcare, and construction (for public entities), tribes, federal, and non-profits.

How can a State government work with RFxPremier?

There are several ways in which states are able to work with RFxPremier. As eligible entities, states can purchase from our contracts, as well as. states can serve as lead entities, lead portfolios or have staff serve on sourcing teams.

How are contracts awarded under RFxPremier? 

RFxPremier has two main processes for adding contracts into the cooperative: the Lead Entity process and the partner contract process. With the Lead Entity process, RFxPremier works with an entity to draft the solicitation, post it on the Lead Entity’s website, and evaluate the responses. The Lead Entity will hold the contract that will  be available through the cooperative. The second process is the partner contract, where if an entity has an existing contract that has been competitively sourced, the contract may be eligible to be amended to incorporate it into the cooperative.

Are there resources available for buyers and suppliers to maximize the platform’s benefits?

Yes. We have a resources section on our website with different tools, training, and other materials that will help you navigate the website, the contracts, and the eMarketPlace.

How does RFxPremier simplify the procurement process for buyers and sellers? 

At RFxPremier, our team works with the procuring entity during the whole procurement process providing procurement professional assistance from scope of work, RFP drafting, administrative tasks, and much more ensuringa smooth process from the beginning phase through contract execution. Sellers will benefit with greater opportunities for award on nationwide contracts targeted for a variety of public entities.

What types of contracts does RFxPremier offer? 

RFxPremier offers cooperative agreements covering a wide range of products and services commonly used by government agencies and public entities.

How can RFxPremier help organizations save time and reduce costs?

Our services optimize the procurement process by engaging with entities during the planning phase and implementing a structured solicitation schedule. This approach ensures efficiency and adaptability while still maintaining a competitive transparent process. How can I track contract terms and milestones through RFxPremier?

Under the portfolio section of our website, each portfolio will provide purchasing entities with all the required contract documents needed to show the competitive solicitation process, contract terms, and milestones allowing them to purchase from the RFxPremier Cooperative.

Does RFxPremier offer training for new users?

RFxPremier has many resources on our website for new users, including step-bystep guides and information on how to access, request or share contracts.If a user has additional questions or needs, they are encouraged to reach out to [email protected] for assistance.

How can I get support if I encounter issues with my account?

If you have issues with your eMarketPlace account, or your contract please reach out to [email protected] and our IT team will be happy to assist you.

Supplier Specific Questions

Can suppliers with existing contracts through other cooperatives partner with RFxPremier?

Yes. We are excited to work with the top suppliers in the various fields and understand that they may have contracts with various entities or even other cooperatives. We do not have exclusivity or non-compete verbiage in our cooperative contracts.

What fees apply to RFxPremier contracts, and who is responsible?

For the buying entity, there are no fees to register with RFxPremier or to purchase from our contracts.
For the suppliers, there is an admin fee which may vary between portfolios, but will not exceed 1%. The supplier is responsible for the admin fee.

How do buyers and suppliers register with RFxPremier?

RFxPremier has a registration page for public entities on the buyers page of the RFxPremier website.

Suppliers can register for additional information on the RFxPremier website. There you will find open solicitations however, in order to respond to open solicitations, suppliers will need to register with the e-procurement systems for the lead entities.

How do I register as a buyer or supplier on RFxPremier?

What types of reports are available for tracking spend on RFxPremier? 

Our team provides standard reporting templates and guidance throughout the reporting process. Once a supplier is awarded through a portfolio, they will meet with our team to learn how to login and submit required documents.

How does RFxPremier support budget and spend management? 

Our data team collects data on entity spend that is tracked throughout a contract lifecycle. This allows us to ensure the health of the portfolio and provide further marketing guidance, if needed, to promote the contract.

Can I control maverick or non-compliant spend through the platform? 

Yes, this is available through our eMarketPlace system. Once we have fully launched the system, training will be made available.

How are suppliers vetted on RFxPremier? 

Suppliers are vetted through the competitive solicitation process. The solicitation will identify the mandatory minimum requirements, and the technical capabilities that each supplier must meet before they are eligible for a contract under specific portfolios.The sourcing team for each portfolio will review submissions from suppliers and will evaluate if a supplier meets those expectations.

Can I find local suppliers through RFxPremier’s platform?

All of our suppliers and the areas that they serve are listed on the website .

Does RFxPremier assist with compliance requirements? 

Yes, our team consists of procurement professionals with expert knowledge and resources available to ensure the procurement process remains fair, competitive, and transparent, all while maintaining strict compliance.
